No. Credits are bought once, in packs of 1, 3 or 10. Nothing renews.
Every card in the catalogue says what it costs and how long they are yours before you spend anything: one credit or free, for good or for a set time such as a month.
A person reads your description before it is written, so it is not instant: usually minutes, sometimes longer. You can close the app while you wait.
Purchases are made through Apple, so refunds are Apple's to give, at reportaproblem.apple.com. A request that is refused, or that fails to be written, gives the credit straight back. Anything else: Support.
